The beat is the pulse at the center of the music, the centralzied rhythm the song / composition is based off of.

If you are familar with a metronome, the click is what defines the beat. The BPM(Beats per minute) notes how many beats will occur per minute, for example, at 120MBP there will be 120 beats per minute in the song. The rest is filled in by time signatures and note placement. Time signatures are the number of beats in a measure(a musical phrase so to speak) and timing of those measurements. For instance, the most common time signature is 4/4 which means there are 4 quater notes in each measure. So with you metronome you count (1) 2 3 4 (1) 2 3 4 (1) 2 3 4 with the one being the emphasized begining of the beat. You can subdivide this into smaller notes, for instance eigth notes would be counted (1) and 2 and 3 and 4 and (1) and 2 and 3 and 4.

To sum it up, it is the way that music is counted.
