In the beginning, nothing really. All that was similar was that they were in the same districts. After the rule change (two tributes from the same district can both become victors), Katniss and Peeta team up and along the way he's been really sourceful and wise. There wasn't really much strategy Peeta used except for the ''Falling in Love with Katniss'' strategy i guess just for publicity and teaming up with other career tributes. Peeta develops feelings for Katniss more and more, but Katniss doesn't really have feelings. She's more on and off about him. The only strategy he has are wise words and information.
He couldn't be that useful because of his serious wounds that couldn't be fixed at the moment.
~Katniss is never sure of Peetas strategy because he is very unexpected. Katniss did not know that Peeta had a plan with Haymitch to save her and she thought he was going against her when he joined the careers. Then she isnt sure again because she is doubtfull of wether Peeta saved her or not when Cato appeared. Only later on, after they have won and watched the recaps does she realize that Peeta was trying to help her all along.
