Madge, the Mayor's daughter gives the pin to Katniss after the reaping.
In the movie, Katniss says "I got this for you today" and hands her the pin, then proceeds to say "as long as you wear it nothing bad will happen" as prim is scared for the reaping.

Actually, that was only in the film. In the book, when the Reaping was over and people were coming to say goodbye to her, right after her mother and Prim left, her friend Madge, the daughter of the Mayor, gave it to her. The reason behind that is in the second book Catching Fire

Madge, Katniss's friend, gives the mockingjay pin to Katniss as a token for her to carry in the Arena. It also appeared as her token in the Quarter Quell that Katniss is in, her second Hunger Games. It becomes the national symbol, in the Capitol a fashion symbol, in the Districts a symbol of rebellion.
I'll try to answer this without ruining Catching Fire & Mockingjay if you haven't read them already, but it'll be quite hard. Ok, so the mockingjay pin stands for good luck, and is meant to keep you safe, but Katniss, without realizing makes it more. The mockingjay pin turns into the sign of Panem's rebellion and Katniss is the face of the rebellion. Hope this helps :)
