It's not 316, it's Austin 3:16 like in the Bible there's John 3:16. Austin 3:16 is actually a parody of John 3:16. Steve Austin just won the King of the Ring tournament by defeating Jake "The Snake" Roberts. Roberts' gimmick at the time was that of a born again Christian spouting Bible quotes (most notably John 3:16). Upon defeating Roberts, Austin said in the interview afterward and i quote "You talk about your John 3:16's; Austin 3:16 says I just whipped your ass!" The quote has stood as a symbol of the rebelliousness of Austin ever since and Austin 3:16 has become pretty much his unofficial slogan/symbol/calling card. "And thats the bottom line, cause Stone Cold said so!"

Stone Cold basically fights like a bar-room brawler and does very few actual wrestling/grappling moves. He punches, kicks, elbows, flips people off, and uses his environment to his advantage by doing things like slamming his opponent into the turnbuckle. Among the few wrestling/ grappling moves he actually does are the vertical suplex, the Russian leg sweep, and the cobra clutch. The bottom line is you just gotta be mean and ruthless with your opponent. And that's the bottom line because Stone Cold said so!
Depends whether you mean the TV show or the original action novel series it's based on. In the TV show it was his left eye, right arm, and both legs. In the novels it was Austin's LEFT arm that was replaced, and he also had his skull and most of his ribs replaced (they put in stuff like a radio antenna and the like).
