The only time she ever spoke was in the '95 short Carrotblanca - where Pepe is "deodorized" and still for some reason goes after her despite not mistaking her for a skunk. Even then Penelope - already in a triangle between Sylvester and Bugs Bunny - can't event get a word out when Pepe jumps on her.
