It takes a Digital Audio Workstation such as Ableton Live, Logic Pro, Cubase, FL Studio, etc. You also need a software synth such as NI Massive, NI FM8, Albino 3, Zebrah, any will do just fine. The hardest part would be the sound design itself.
There are two main kinds of audio editing software, multitrack sequencers and audio editing software. Multitrack sequencers are most commonly used to create music or other audio appliances to combine different takes together seamlessly. Audio editing software is used to manipulate a single audio file, for mastering for example. There are several professional and semi-professional quality audio editing software like Digidesign ProTools, Steinberg Cubase, Sony SoundForge, Cakewalk Sonar, Goldwave, Apple Logic, Cockos Reaper and Audacity. Since the quality of the software has really gone up in the past decade, so "the best ones" are the ones that you work the most efficiently with, know in and out and use the most.

I'm gonna try and make this simple. All DAW's are a different road to the same place but FL Studio is directed more toward making beats and step-sequencing (building a beat using the mouse and a "piano roll" or controller). Cubase and Ableton are more along the audio editing lines with more advanced features in the audio aspect of the software than FL but they still have everything FL has to offer in the end just a different way to go about doing it. Audio is what pros work with when it comes down to it in the end. FL can't do what needs to be done in that case. No one will master a song in FL... because you can't adjust settings that need to be adjusted in a professional atmosphere.. Automation, 1/2 the Preference Settings in DAW's, Buffer Sizes, Sample Rate, Bit Depth, Auto Delay Compensation, Elastic Audio, Flexing, Timecode for film on the timeline... The list goes on.... Cubase and Ableton are different softwares themselves but closer together in this group than FL. Ableton is more of a DJ software, Cubase is more of a recording software and FL is more of a beatmaker/"producer" lol software. I could answer this a lot better if I wasn't a lil tipsy but hey. You'll get the idea if you research them all.

One would use audio production software to create and generate a piece of audio. Audio can come in different types such as wmv or mp format. The audio production software will allow one to modify, enhance, or manipulate audio.
Reason and FL both have the capability to export audio limited by the output quality of your audio and MIDI hardware, your audio and MIDI software, the latency of generator plugins used, and the method of compression in your output medium. If you have superior audio software and hardware and you don't use poorly coded plugins, then you can make amazing quality beats from either program equally. Both applications may have their pros or cons that only you can determine based on our needs and simplicity of functions.
