The first rule change announces that two tributes can win, so long as they both are from the same district. This rule change was made because Panem citizens would be too crushed to see the star-crossed lovers of District 12 forced to kill each other.
The second rule change is simply revoking the first change, so that there could only be one victor. This change is also very vital to the story, because it inspires Katniss and Peeta to perform their suicide stunt, propelling the story forward.
