Katniss Everdeen is responsible because from a young age she is under a lot of pressure. When her dad dies, she has to hunt to feed her family and many other people in District 12 just to earn enough money for food. Her family is poor and has to live on only the necessities. Katniss' responsibility grows when she enters The Hunger Games because she has to look after Peeta and, while he is unable to, has to fight for both of them.

In the first book it is saving her family from starvation and saving surviving the Hunger Games.

In the second book it is about saving Peeta in the Quarter Quell.

In the third book it is being the rebels MockingJay.

She's actually responsible in many ways or it'd be better to say she's responsible for many things. Like feeding her family(gathering/hunting food for them), she helps her mom out alot, takes care of Prim, her younger sister. Honestly, once you read the books you see she becomes responsible for more and more things as she becomes more involved in the games.

Katniss is responsible for her mother, Prim, and herself, as she says in the book. In the first book she is responsible in her mind for keeping Peeta alive in the arena, though.
