Hmm, that sounds really late for a lot of kids. Personally I was very introverted and read a lot as a kid. I soloed The Hobbit somewhere between 7-9. I had the LotR read the following year. By13-15 I was reading all the contemporary adult Sci-Fi/Fantasy (Dune (Frank Herbert), The Shannara Series (Terry Brooks)).

For my kids I am reading them the hobbit at 7 and 5. My 5 year old had a lot of fun guessing the riddles (with some hints) when encountering Golum. When they read it on their own is a good question but I would put the answer lower than 15.

Even if a child is too young to understand some of the vocabulary they should still try. If a word is too hard to understand, refer said child to a dictionary(or Google.)

You learn to read by reading.
