Eloise is a sort of female (Dennis the Menace) type character in a series of juvenile books created by the now deceased Kay Thompson. She lives at the Plaza Hotel , more or less runs amuck among the clientele. It is not clear if she has any family- or is an abandoned child, orphan, or something like that ( I think not, she is too Happy-Go-Lucky) and the Plaza is a class A type of Hostelry- not anything resembling the many- so-called Welfare Dumps in the seventies there were many. Up to a point there are some similarities to the Bemelmans Character Madeline (why he misspelled it, it"s Madeliene in French) - and the tales take place mainly in Paris. You can argue it both ways. some have suggested Eloise was a take-off on Liza Minnelli, this is possible as she was the God-child or Kay Thompson.
