It depends on the age. From about 10 or 11, a child may want to watch TV by themselves, so from then on, yes, you may want to consider putting a cheap set in their room. But a 4 year old will not really need one.

My entire family has a television in each of their bedrooms and I don't find that it causes any problems other than your child staying up late if they cant sleep but I am a kid and I have to sleep with it on to fall asleep because I cant fall asleep without noise in the room. It depends I mean if you don't want the tv on at night you should make sure you don't ear it or something. Other than that I see no other problems or reasons not for your child to have a television. It can help if you want free time to yourself while your kid is upstairs watching TV. ;)
Yes they should. I think if kids can be trusted not to copy the moves they see on tv it will be fine. Their parents should watch it with them. They can fast forward it at bad or scary parts.
