The reason I believe for the delay in burying Duane was due to the contested claims made by his then girlfriend Dixie Meadows and his (Wife) Donna. I'm not sure if Duane was divorced or justseparated at the time from Donna so I cannot comment on the legalities. This is what I have previously read down the years.
Berry Oakley was killed in November 72 and they decided to lay both Duane and Berry side by side in Rosehill Cemetery in 1972, in a place called Carnation Ridge.

The contested claims didn't factor into not burying Duane until a year later. The problem was, no one would make a decision as to where to bury him. My understanding is that Phil Walden purchased the burial plots and right before Berry died, Donna was returning to Macon to make burial preprations as she was mother of Duane's heir, Galadrielle. Unfortunately, Berry passed at that time so the decision was made to bury them both together.
Dixie made the claim she was Duane's common law wife, however it was discovered she was still married to another man so the claim was short lived.
