Who would be static character in les miserable?

the thenardiers are static characters in Les Miserables because they don't change and turn good like Jean Valjean. There is a lot of contradictory about Javert being a static character because he tries to catch jean valjean throughout the whole book but when Valjean lets javert go in the barracades, javert realizes that he feels really pathetic. He commits suicide on a bridge right smack dab in the middle between the two opposing revolutionaries. Techinically, he dies in a neutral position. So he changes from pursuing Jean valjean to being indifferent in the end. So thenardier is the real static character. He stays the nasty, penny pincher that he is, and at the end of the book, he goes to America to be a slaver (trade slaves)
