Teddy is most likely a little bit older than Victoire, because Lupin and Tonks had him a good time before the battle of Hogwarts. Fleur was not even pregnant during the battle. I would think Bill and Fleur would wait a little before having their child. But even if they did have her soon, Teddy would be a few months older. Also, it is stated in the epilogue that Teddy Lupin was there to see her off which means he had already graduated from Hogwarts while she had not, meaning he is at least one school year older than her.
