There are some from mainland China and from Taiwan, but many of the fans who do semi-pro level art or above are either hosting their own decentralized sites (older fans) or are already on DA, Pixiv, or both.

The issue with mainland China sites is the great firewell, censorship, accessability, legality and such. That is why I did not publish my doujin level stuff there, even during the time when I was working there, it also does not help that my connection gets cut about one sec after I connect to foreign sites, there are anti-firewell programs around this problem, but just can't be bothered worrying about publishing, risking issues with authority, and working all at the same time.

The issue with Taiwan's sites is the scale of quantity, or lack of it, and quantity is a quality of its own.

There are quite a lot of very high quality fan art, but you have to really search the net to find them, that and literacy in Chinese.

So in short, if you are looking for Chinese fan art on certain subjects or titles, Google and google translate is your fastest answer. The next best thing is to look in QQ, Sina, Tudou, Yahoo and such, but personally I would stick with google.
