There are a couple of problems here. I've never found any validity on the question of "Girl in 14G" being cut from Thoroughly Modern Millie. The song doesn't really fit anywhere in the show. For one, the music, despite being written by the same composer, does not fit the music style of the show. Also, the "Girl" does not fit the bill for "Millie." The "Millie" character, for example, would not be reading Jane Austen novels.
Nevertheless, even if it was cut, it could not have been because of Sutton Foster's lack of coloratura training (that's the word you were looking for).
The reason? Erin Dilly was the original creator of the role. Sutton was picked out of the chorus right before previews began and took over the role.
