No. This movie is based on a fictional novel by Robert Littell. Littell wrote the screenplay for the movie, but hated it. In his (rare) interview in January Magazine he discusses the book briefly. The subject of historicity doesn't come up much in the reviews and articles about this book because the notion is so far-fetched. However the absolute lack of news articles about "Mr. Heller" should be enough to demonstrate that the book is complete fiction.
