It all depends on your point of view. Kyubey does many horrible things in the series but you have to remember Kyubey doesn't have emotions. Everything he does is to stop the universe form dying because of heat death, his methods just involve destroying the lives of innocence girls who just wanted to make the world a better place with their magic.
Mami does not come back to life in the human world as it seems like you would guess madoka would use her wish for that. However, you do see her again as a spirit with Sayaka when Madoka talks to them. In the 3rd movie "Rebellion." Mami along with all of the 5 main characters are all together in the real world which is confusing due to the fact that most of them died, but you later find out how it is happening.
