There are some facts that need to be considered when asking if Light Yagami (I'm assuming this is about Light from Death Note) is good or evil.

First let's take a look at his original thoughts:

When he had first come across the Death Note, he thought nothing more of it than a mere sick joke and placed it back on the ground, however he had second thoughts from the moment he walked away, as revealed when it shows that he actually went back and picked the note back up.

In his boredom Light began thinking about taking a second look at the note, which lead to him wanting to try it. While his actions in killing the man in Shinjuku saved many lies, it also brought him to be compelled to find out if it was a mere coincidence or not.

This is where things start entering a grey area. Once again, Light saved a life at the expense of another, saved innocence and destroyed filth.

While initially horrified by having murdered two people, Light deluded himself into thinking what he did was right, this is where he begins to slide down a dark path.

Another sign of how quickly he became corrupted is in the span of one to two days, Light filled in enough pages that Ryuk considered it impressive, meaning it must have been a lot for even the three days in which Ryuk had waited before showing up. Now, assuming that Light had not put any names between the incident with the biker and the next school day, during which he pondered wither or not he would continue using the note, that left him with one or two days to fill in that many names.

One more thing I'd like to mention before the next point is that by the time the Lind L. Taylor broadcast was made, Light had gone very far down the path, because his anger and pride clouded his reasoning to the point where upon being called evil, he lost control and killed Taylor on the spot. IF he /DID/ have control over his reasoning he would have waited a while before killing Taylor. (People use the fact that he had no knowledge of the broadcast only being in Light's region as an attempt to nullify this, but Light could have still made an example of Taylor without it being that very minute. Consequently it would have also [Unbeknownst to Light] throw off L's investigation.)

Secondly, let's take a look at Light's relationships with some of the people that he killed or were planning to kill:

L:

From L's perspective: He's my best friend, in fact... Actually one of my only friends, besides Watari. As much as I suspect that he could be Kira, I would like to be proven wrong.

From Light's perspectives:

(Kira) : I'll kill you yet, just wait... You think you're good enough to stop a GOD?! Don't make me laugh.

(After giving up the note temporarily and losing his memories of it) : He may suspect me of being Kira, but he's a great friend. Together, we will solve this mystery and catch Kira, and bring him to justice!

During the point in time where Light gave up the death note and before he regained his memories, Light and L actually had a legitimate friendship. (Despite them actually fighting one or two times..)

Misa-Misa (Misa Amane):

From Misa's perspective: He's the most wonderful, charming, and caring person ever. I love him and want to do anything I can to keep him pleased.

From Light's:

(Kira) : She's the most annoying, irritating, air-headed woman ever, and she is by far the one who's pushed me closest to ever wanting to strike a woman. Once she's worn out her usefulness I'm writing her name down.

(Memory lost) : I don't know why, but she cares for me, and I seem to care for her..

From just this information alone, it can be concluded that light became corrupted by the note, and while his intentions were good, as Kira, he was not.

So in short, the answer is, no. Light Yagami was not born evil, but he became evil when he made the choice to become Kira.
