Actually, there is a real Konohagakure located in Japan. Whether or not if shinobi once dominated the area, I cannot say. However, Masashi Kishimoto's Konoha was copied from his hometown of which he grew up in Okayama Prefecture (the shinobi side of Konoha was set in motion because his town was used as a war base).
