BUT! since itachi has the mangekyo sharingan (or however you spell it) one of the effects of that sharingan is that it makes your real eye sight weaker. which is why itachi has his sharingan on most of the time. hope that helps ^^

No, his eyes are white due to his "bloodline limit" or "kekkei genkai" as it is known in Japan. All of the members of his family have the white eyes and can use the Byakugan technique (white eye/evil eye). There is no evidence of him or his family being blind or even seeing differently when they aren't using their jutsu.

Also remember that in many cases the artist chose to leave out the pupils of some of the characters (such as ino, and sakura) who have no difference in vision.

quite the opisite, he can see everything. he has 20-20 vision. when he activates his byakugan, he has 359 degree vision ( counting the blind spot on the middle of his back, hidden by his hair)
