Well, yes and no. The manga is complete as of 2008, and the TV anime series ended in 2002. However the Hellsing Ultimate OVA series is still ongoing, and the Hellsing: The Dawn manga spinoff prequel has been on hiatus for basically forever, but may get finished one day. Or not, it's hard to say.

I have only seen to OVA 7, as far as I can tell she is just his master. I have seen all of the normal Hellsing and there's no mention of love in that one. I have not read the manga.
