Katniss wore a mockingjay pin, which became the sign of the rebellion against the capitol 3. sAt the end of her hunger game, Katniss and Peeta were left, and they had to kill each other, so Katniss wanted to defy the capitol by making them both die, by eating the nightlock berries. This made the capitol/President snow very ticked off.
When Rue died in the arena, Katniss covered her with flowers and sung to her. When they left the arena and the gamemakers told the story of the 74th Hunger Games, they did show Rue's death but cut the part where Katniss covers her in flowers because it is a sign of rebellion.
Katniss and Rue are talking about their lives in their distric and the capoltal does not want the other districts to know about other districs daily lives.

Rue gets killed by a Career tribute, Marvel. He set up a snare that Rue fell into, and then Rue starts to call Katniss' name. Katniss heard her and rushes to find her, assuming she was in danger. In the novel, when Katniss gets there, Marvel immediately spears Rue in the stomach, but in the movie, Katniss cuts Rue down, gets her out of the net, and hugs her. Then when Katniss lets go of Rue, Marvel then shoots the spear, Katniss doges it, making it hit Rue. In the movie and the book, Katniss shoots an arrow at Marvel, but in different places. In the movie, he is shot in the heart, and immediately dies, but in the book, he is shot in the neck, and drowns to death in his own blood. In both, Katniss sings her song, "Rue's Lullaby," to Rue only after she requests for Katniss to sing. In both the movie and the book, Katniss decides that she needs to show the Capitol that Rue was more than part of their Games because she can't, so she goes to the nearest flower bush, collects some flowers, and covers Rue with them. After Rue is completely surrounded by beautiful flowers, Katniss kisses Rue's forehead, stands up and then kisses and raises three of her fingers, which is a gesture of 'goodbye' in District 12. She then leaves Rue, and doesn't look back.
Katniss blamed the Capitol for Rue's death, rather than Rue's killer. The killer wouldn't have killed Rue if the Capitol didn't make up The Hunger Games for the districts.
The capitol :(

Because when Katniss did that, she did that as a defiance to the Capitol and their rules. She wanted to show that Rue's death will be remembered and they thought that it would spark a rebellion, just like Katniss inadvertently did with the poisonous berries at the end of the Games

Tresh didn't hurt Katniss because Rue was Katniss' ally and Katniss avenged Rue's death.
Rue has an affect on Katniss in The Hunger Games because since Rue is only a young girl of 12, she reminds Katniss of her own sister, Prim.

The little girl, Rue, from Distrcit 11. Katniss became allies with Rue cause Rue's personality matches Katniss's sister and Rue helped Katniss without even knowing about it at first
