No, The Strokes are not a "Satanic band." They have absolutely nothing to do with Satanism, or any religion for that matter.

Just about any famous rock band or artist you can think of is not a Satanist. There are very few rock musicians who consider themselves Satanists, and almost all of them belong to an obscure sub-genre of heavy metal called, "Satanic metal" or "Satanic black metal."

The only famous rock artist I can think of who has ever had anything to do with Satanism is Marilyn Manson. I don't think he ever actually joined the Church of Satan, but he was very infatuated with Satanism for awhile and even visited Anton La Vey at his home. He writes about it in his autobiography.

Most rock musicians are not Satanists, and most Rock Music has absolutely nothing to do with Satanism or "devil worship" in any way. Most rock songs are about the experiences that normal people go through in life, like love, loss, growing up, getting old, being depressed, doing drugs, going to work, etc. The rest are about politics or social injustice, or some other aspect of the society that we live in.

It's not often that Satan or the Devil are mentioned in a rock song, and if they are, it's nearly always a symbolic, metaphoric, or allegorical reference. The lyrics to rock songs are akin to poetry, in that they use literary devices to paint a picture with words. The Devil is a symbol of rebellion, and rock music has always been rebellious, so it's not surprising that images of the Devil sometimes find their way into rock songs. When a rocker gets a Devil tattoo, for example, he usually means it as a symbol of rebellion.

The Strokes' songs are all about life and people's experiences and feelings and stuff. Not religion. And definitely, definitely not Satanism.
