No, compared to many shows it is among the worst, using only childish humour, impossibilities and gags to make its mark. There is a reason why its target audience is children between the ages of 5 and 15; it doesn't (shouldn't) appeal to people older than that.

There are many views on whether SpongeBob SquarePants is a good show. I know from a recent conversation that a friend of mine doesn't think that Spongebob offers anything of value (such as education or teaching values, etc.) I, however, consider it to be a humorous and entertaining cartoon. My child loves it, as do many kids from ages 2 to 20! It must be considered "good" by many viewers or it would never have gained the popularity that it has. My recommendation is to watch a couple of episodes before making a decision. There are several episodes that I consider to be a lot better than others. Some favorites include "Jellyfish Jam" and "Bank Geeks", which contain more music and my son loves to dance to those.

It depends on what people think. The word best is just an opinion. For example i think SpongeBob is the best show ever.
