I don't know if Ned Flanders is based on anyone, but like several Simpsons characters, his name comes from the name of a street in downtown Portland, OR (others include Skinner and Lovejoy). In fact, the street signs on the Northeast side of town that read "NE FLANDERS" often have a D added to them by vandals.
