He is not bad but he isn't totally good. He is blinded to the corruption in the ministry and since it was his dream to work there, he would believe that it would do anything bad. It isn't until the seventh book that he see's what's wrong and he joins in the Battle of Hogwarts.

His character consists of cowardice and arrogance. In his sixth year, he had to give up on the latter. Still, later he might develop an actual personality;)

I think it's a matter of opinion. Personally, I say bad.

He was a death eater - first sign of badness although, Snape was an exception.

He bribes the ministry all the time just so he won't get thrown into Azkaban. Eventually, he did anyway so his plan kind of failed.

He went back to Voldemort even after he knew that him being a death eater was tearing his family apart. He encouraged Draco to kill Dumbledore just because then Voldemort would forgive Lucius e.t.c

He has also murdered and tortured many people so yeah. I think bad.

Percy, like the rest of the Weasley family, does seem to be a good person. However, he is a bit more morally ambiguous then the rest of the Weasleys. During Voldemort's reign, Percy stays at the Ministry of Magic, despite his family's urging to quit. His ambition, and possibly fear of change/lack of bravery, keep him from joining his family in the fight against Voldemort. At the Battle of Hogwarts, however, Percy rejoins his family and the fight against Voldemort. So, yes, Percy Weasly is a good, but flawed character.
