Depends on how you look at it. When her father died in a mine explosion, Katniss's mother just completely tuned out and literally did nothing but just stare off into space. This left an 11-year-old Katniss on her own in finding a way to fend for herself and her family. They all nearly died of hunger and she knew that in order to survive, she'd have to hunt illegally.
