Yes he is. He married Marie Guirron on 19th December 1969 and have a daughter named Doremi (named after a Tiller girl rather than the song) who was born in 1972. He released an a/side titled Marie (for his wife) in 79, the b/side was Heart of Steel. Both are now available on the CD Songwriter, his first solo album.

I'm unsure what the question (pardon the pun) is but...The Moody Blues released the single Question in the early summer of 1970 and reached number two in the UK charts (held off number one by the quite awful (certainly in comparison) Back Home by the England Football Squad). Question later opened the 1970 album A Question of Balance and it was an amalgam of two songs in the same key that Justin Hayward was struggling to complete when he took them into the studio.
According to Justin Hayward's website, his frequent updates indicate that they have a number of songs but that tour commitments (Hayward is also in the now annual War of the Worlds tour) have so far precluded getting into the studio. So the answer is that the band wants to record a new album but have yet to make the time.
