If you mean authority wise then no, they're both heads of house and class professors. They both also had a period of time when they ran the school. McGonagall ran it both when Dumbledore left in CoS and in HBP when he dies. Snape was the headmaster in DH
Ever heard of the saying each to their own ? nobody is really more powerful than anybody as we all have or weaknesses. Snape was powerful and so was McGongall.
In authority McGonagall had more power because she was Dumbledore's Deputy Headmistress. So when dumbledore was gone she took charge. Snape only became Headmaster because the ministry of magic was under control by Lord Voldemort, and he appionted him as headmaster. Truly McGonagall was supposed to be Headmistress.
Magical abilities and skills well i think they are both even.
Also, you do not want to take into account that Snape fled in the Deathly Hallows. He only did so because he did not want to hurt McGonagall or any of the students, but he also wanted to stay in Voldemort's good books, so he went for a short harmless fight.
That depends on how you measure a persons powerfulness. Hermione Granger certainly knew more spells than Harry Potter, but probably wouldn't have survived many of the challenges he faced.
Harry was always better in battle than Hermione was, and he achieved Outstanding in his Defence Against the Dark Arts O.W.L. - the only one that Hermione received Exceeds Expectations in.
This is an opinion question, so, obviously, there is no right or wrong answer. In my opinion, however, Snape is much more powerful than Sirius Black. Both are highly intelligent, highly talented wizards, but Sirius Black was stuck in Azkaban (the wizards' prison), without a wand, for 12 years, which no doubt caused a deterioration in his magical skills (or at least, stunted any further development of those skills). Meanwhile, Severus Snape spent that 12 years out of prison, with a wand, and so had ample time and opportunity to further develop his magical skill and power.
So, in terms of raw talent and intelligence, I'd say they are about equal, but since Snape had much more opportunity to hone and develop his skills, he is ultimately the more powerful wizard.
