It is rated TV14 (in the U.S.A.) & Rated 15(in the U.K.) so obviously you should be at least 14 or 15 since it's not appropriate for people under those ages.

Obviously any age can and do watch it, it is up the parents to decide, assuming they are involved with what their children are viewing.

Yes. There have been a handful of episodes rated TVMA on Cartoon Network but they are usually rated TV14.
