Yes, Saruman the White is a powerful wizard. As the Chief of the Order of Wizards (which was comprised of himself, Gandalf the Grey, Radagast the Brown, and the Blue Wizards Alatar and Pallando), he was only the second most powerful wizard in the Order. He also became the head of the White Council, which was a group of the chief wizards and elves, when it was formed in 2463. Unfortunately, he was corrupted by greed for the Ring and jealousy and resent of Gandalf, who he had realized was stronger and more powerful than he was, although more modest. Saruman turned from the White Council and became the right hand of Sauron.
