It's derived from Adventures of Sonic the Hedgehog, or AOSTH as some call it. It is derived from the episode "Boogey Mania", when Scratch and Grounder were caught "snooping as usual" by the doctor himself. YouTube user Stegblob noticed the "pingas" in the phrase, and used it in his YouTube Poop, entitled "YouTube Poop: Robotnik has a Viagra Overdose".

It's a fad created by a Youtuber named Stegblob. In the AoSTH cartoon, Robotnik said the phrase "snooPING AS usual I see?". However, he put too much emphasis on "ping" making it sound like he said penis, thus creating said fad. Since then it has been in parodies and Youtube poops to this day. Personally, I think it sounds hilarious the ways Robotnik says it.
