It is referring to two ideas. The idea in rap is that a man who has a large amount of cash in his possession will roll it up and rap a rubber band around personal available funds, sort of a bank in his pocket because that amount of money would be more commonly related to a bank account than spending cash. For T.I. and some other artists this certainly has a double entendre, in another song T.I. can be heard referring to the fact that he sells so much 'Yay' that he couldn't work on Labor Day. For this group of artists it refers to the fact that they used to keep their money out of traditional bank systems in their previous career field, for reasons of legal concern and would thusly carry most if not all, or very large amounts of their hard earned money on their persons. So I short a rubber band bank in your pocket is a sh** load of large bills wrapped tightly and secured with a rubber band.
