In Elfen Lied why do Kohta and Yuka kiss like they do if they are cousins?

Kohta and Yuka are cousins but the anime nor manga never said how close related they are. For all we know Kohta could be Yuka 11th cousin twice removed. But that's not important, what is important is the fact, that in Japan their are different social norms and values in what is "acceptable romance" and we shouldn't hold it to American social norms.
To add to this, the term cousin quite often refers to a parent's close friend's Child. Because of this "play on words" it would not be out of the question for "cousins" to marry or bear children.
Also, in Japan, some cousins do date each other, unlike countries like America.

What is elfen lied about?
Elfen Lied is a very gory, sadistic, and sexual anime/manga that that was made by Lynn Okamoto.It focuses on the much deeper animal instincts of the human mind. The basic story is; A new branch of the human race has been created and the old humans are now conducting in-humane experiments on them and plan to erase the species like they were from another planet. The new race is called the " Diclonius". The anatomy of a Diclonius is very much like a regular human except for two horns on their heads that look more like cat ears. Other than the "Horns" the defining characteristic of a Diclonius is a special ability. This ability is called a Vector. It is a set of invisible arms ranging from two to twelve meters in length, they can tear basically rip anything apart(including other humans). The main character, Lucy, is a mentally unstable 18 year old girl inside a maximum security facility. She escapes this facility, but not without a couple injuries. After tearing through many guards she is injured by a 50. cal gunshot that ricocheted off her protective helmet causing her to develop a split personality. The other personality's name is Nyuu. That is about the first episode/chapter.Please feel free to watch this anime. But be warned. This is not for the faint of heart.
