you can treat dogs to milk but don't make it cold. Make it warm enough for them to drink. You really should not give them cow's milk to drink, it can cause diarrhea and is not good for them. I let my dogs lick the bottom of my bowl after eating my breakfast cereal. It is just a tiny amount and they think it is the biggest treat. That would be the only way I would give them milk.
