Everyone around Naruto is 16. as in sakura kiba ino sasuke etc. Tsunade and all them are around 50? i believe Kakashi is around.... 34ish or younger, it tells you int he manga that they think he is to young to become hokage.
The recent episodes they are 16-17, but in the beginning of Shippuden, they are around 14.

In the beginning of Naruto Shippuden they are 16 because in the first anime called Naruto they were 12-13 years old and Naruto left for 3 years so now they are 15-16 years old.
