The shows themselves don't pull in money in the same way a show on any other channel would. This policy is intended to make room for new shows and new merchandise. This is part of the reason you see so many spinoffs after a successful Disney show has ended. Marketing for Disney parks and movies is also very cheap, since the company is advertising on it's own channel. This is, most likely, the main reason that Disney keeps the channel going. That is to say, that the shows are all just marketing devices for Disney merchandise, parks, movies, etc.
