Because in the original Japanese version naruto said something else (I can't remember what) and they removed what he said in the dub and replaced it with Believe It! as it lip synced well with what he originally said.
yeah like the guy above me said. in the Japanese version he said dattebayo and his mom would say dattebane. dattebayo means you know. like 'im gonna be hokage you know.' or something like that. and dattebane is like the (i guess you'd say) slang way to say you know. dattebane means ya knows. and naruto does say ya knows sometimes.

-why naruto says believe it- in the Japanese version naruto said the sentace longer than the English language says it (like more words and sylibols). so they had to add something to it to make the dub look okay. exaple- 'I'm gonna be hokage believe it'. the japenese they just say 'im gonna be hokage' but its longer than how we say it.
so i guess he stopped saying belive it because the way the japenese say something got shorter in shippuden so they didnt have to put in belive it or something.does that make sense what im saying? its hard to explain it.
