Elijah Wood, (the actor who played Frodo in the films), states in Graham Norton's talk show that it took around 4 years - the part where the actors were involved. Then add to that the time that the script writing, casting and editing and all that stuff took, the whole project probably lasted a decade or something like that. But the literal filming, according to Elijah Wood, took about 4 years.
