The height that a truck can be depends on the state/country you are in. In NJ for example:

An vehicle with tires 4 inches larger in dia. than stock, has to be inspected/tested/certified.

Max tire size for vehicles with 10,000 gvw and under are limited to 38" tires.

All tires have to be DOT approved.

Fender flares have to cover the tire tread.

It varies based on where you live. Based on GVWR, in California, If your truck is 4,500 pounds, the maximum frame height is 27 inches. If the GVWR is 4,501 to 7,500 pounds, it is 30 inches, and between 7,501 and 10,000 pounds, it's 31 inches. Also, the lowest portion of the body floor can't be more than 5 inches above the top of the frame.
