The Mockingjay pin was given to Katniss by Madge Undersee, the mayor of District 12's daughter. After Katniss volunteered to take Prim's place in the Games, and was taken to the Justice Building, Madge was her third visitor. There, she begged Katniss to take it as her token, as every tribute can bring a token to remind them of their district.
It is revealed in Catching Fire that the original owner of the pin was a girl called Maysilee Donner, who is the aunt of Madge Undersee and a fellow ally of Haymitch Abernathy.
Katniss got the mockingjay pin from an old woman named Madge. She works at this store where you trade your items in exchange for valuable items. (I don't know much about The Hunger Games, I could be wrong.)
