To use an upgrade blueprint, first you need either an Army, Navy, or Air Force Research lab, which can be purchased at the Military tab under Build. Then, you must collect other parts needed to start an upgrade. Finally, you click on a Research Lab, select the unit you wish to upgrade, choose how you'd like to upgrade it (increase damage, accuracy, etc.) and click start upgrade!
