Some people have said that using a UK proxy for the installation will work; I have tested three so far with no luck. It is more likely tied into the regional settings of your system OS.
I have now managed to get it to go, using 91.103.185.182:80 as a proxy in Control Panel/internet Options, and changing my regional settings to United Kingdom and the Default Location to a post code I pulled up for Dover, CT16 1HU, and country United Kingdom. I'm not sure which of these steps were essential, perhaps you just need a particular kind/style/version of proxy server to connect to.
