It varies from company to company, but usually a Japanese publishing company's website will have an address or phone number for contacting the department or editor in charge of the creator. From there, the editor may give you an address for sending fan mail.

Additionally, a Japanese manga magazine or compiled volume may include an address for sending fan art or mail. English volumes usually do not include this information, but some of the more popular series do. If you can't read Japanese and the English volume does not include a location to send mail, you can try contacting the English publisher, but they may not give you an address.

If the creator has a personal website or portfolio, they may include an email address there, but that also only works if you can read and write Japanese.
