It seems that the quest may complete randomly, or that there is a bug. Some have reported it completing on the first mission that returned, while others have sent out every ship they have on every length mission and it never completes.
One of the only suggestions is that if you send your ships out on only one type of mission, try sending your ships out on the other mission lengths.
