Katniss outsmarts the Gamemakers by deciding that she and Peeta both want to live, so they each grab a handful of nightlock, which are very deadly berries, and show that they will both eat them and die, leaving The Hunger Games with no victor. The animals in The Hunger Games were created by the Gamemakers, who could influence the entire Hunger Games. They had control of the entire landscape, and if they wanted a knive to shoot out of the ground and into Katniss, they could've made it happen.
