While Hawley-Smoot didn't cause the Depression, this sort of protectionism was not at all helpful; rather than protecting American products, it simply led to trade wars, and harmed the economy by making it harder to engage in international business. Thus, many historians believe it made a bad situation worse.

Many economists think that it made the Great Depression worse. As with most things, some people benefitted, but others were harmed. Definitely international trade relations were harmed.

Although the Smoot-Hartley Tariff Act did not cause the Depression, it made it a lot worse and International trade diminished to less than one third of its original totals.
