Like many rumors, this one (that Mister Rogers was a military sniper) is of unknown origin. However, it does stem from the internet (where many a rumor is spawned). Prior to the freewheeling anonymity of the internet there was no apparent rumor concerning Mister Rogers's military career. In fact, it is well known that Fred McFeeley Rogers was never in the military at all. He was a soft-spoken preacher who hosted a children's TV show, which is probably why some idiot posted the "killer" label on Mister R.
Don't waste time looking into this nonsense. Rather, watch a few of Mister Rogers's programs. You may actually learn something worthwhile to know.
