Yes. Gillie Da Kid used to write some of Lil Wayne's lyrics for him (see Tha Carter and Tha Carter 2) but is no longer working with him.
I personally don't understand why people can't believe Lil' Wayne writes his own lyrics. He's a punch-line rapper nowadays. His lyrics aren't complicated word play like Eminem spits. Don't get me wrong, some of his punch lines are very clever, but for the most part it isn't that hard to write. He spits a punch line, fills the song with some 'filler' lyrics, and then gets to the next punch line.

Lil Wayne will occasionally have someone write his own lyrics, but 95% of his songs on albums, and all of his songs on mixtapes, are freestyles. Freestyle, meaning he makes it up as he goes along.

No answer is exact, but their are a number of guys who write for Dre. Eminem, T.I., Drake, Rob Banks, J Coles, Hi-tek and a few other underground rappers signed to labels. A few of the Dre tracks with T.I., Eminem, and Drake reciting the lines over the beat for Dre leaked on hiphopgame, so he would know how to ride the beat. Hope that helps
